Chairman of the Board of Directors

Gideon Massam is the 2nd Chairman of the Board of Director elected during the 3rd Annual General Meeting of Center for Maritime Safety and Security in Tanzania. He preceded his  successor Adv. Erigh Lumisha for the aim of making organization smoothly operating its objectives and becoming national prominent figure to advocating, raise awareness, addressing, leading, coordinating and overseeing efforts to protect maritime life, ecosystem, property and environment at sea in Tanzania coastal region.

Since his first election as Chairman of the Board of Director he presenting his key roles which include policy development and its implementation on oceanic governance to propose and suggest how they can be developed and implementing as safety and security policies, strategies, and regulations to ensure compliance with national laws and international treaties (e.g., SOLAS, ISPS Code).

Apparently on maritime safety and security coordination, Gideon has been full participating and volunteering in overseeing measures on how to combat maritime crimes, including piracy, armed robbery, drug smuggling, human trafficking, and terrorism through involve local community members in data-gathering and assessment to raise awareness and support to the local fisheries in obtaining fishing gear and appliances to combat unreported illegal, unreported, unregulated fishing along coastal communities in Tanga, Dar es Salaam, Pwani, Mtwara and Manyara regions.

In Tanzania Gideon has influence the organization to promoting and persistent about safety standards and surveillance to ensuring education concerning commercial vessels meet safety standards, supervising maritime search and rescue (SAR) operations, and overseeing patrols in territorial waters are widely known and transposing from international convention to domestic laws.

On risk assessment and incident response, Gideon as a chairman has now leading the organization to collaborating with local, regional and international organization to identifying modern challenges, vulnerabilities, assessing security threats to ships and port facilities, and managing immediately responses to maritime accidents or environmental incidents.

To ensuring maritime government institutions are actively collaborators of regulatory oversight, Gideon always insist the important of the national and regional organization to partnering on overseeing the survey, inspection, and certification of ships, as well as accrediting recognized organizations and training institutions to be acknowledged as one umbrella entity to spread knowledge about awareness on maritime safety on security to support good oceanic governance.

Gideon has shaping Center for Maritime Safety and Security in Tanzania as maritime environmental hub to providing internship for maritime youth leadership and representation by presiding over various organization committee meetings, plastic pollution campaign, fostering collaboration between stakeholders (e.g., navy, port authorities, private sector, coastal community), and representing the organization at national and international levels.
